Freiheits- und Einheitsdenkmal: Berlin's Unity Monument

In the heart of Berlin, on the historic Schlossfreiheit, the Freiheits- und Einheitsdenkmal (Monument to Freedom and Unity) is a project dedicated to commemorating Germany's peaceful reunification. Situated directly in front of the Humboldt Forum, this monument occupies the plinth of the former Kaiser Wilhelm National Monument, replacing a symbol of imperial power with one celebrating citizen action.

A Design of Citizens in Motion

The winning design, titled 'Bürger in Bewegung' (Citizens in Motion), was created by the firm Milla & Partner with choreographer Sasha Waltz. The concept features a massive, 50-meter-long steel dish that is accessible to the public. This large bowl is engineered to tilt gently when a sufficient number of people move across its surface, symbolizing the power of collective action and the idea that citizens in motion can bring about change.

The upper surface of the monument is inscribed with slogans from the 1989 Peaceful Revolution, including 'Wir sind das Volk' (We are the people) and 'Wir sind ein Volk' (We are one people). The gilded underside is designed to feature images from the autumn of 1989, inviting reflection on the events that led to the fall of the Berlin Wall.

A Project Plagued by Delays

The journey of the monument has been long and complex. The German Bundestag approved its construction on November 9, 2007, but the project has faced significant hurdles. After two design competitions, the 'Bürger in Bewegung' concept was selected in 2011. However, the path to completion has been marked by delays due to financing difficulties, environmental concerns, and even the discovery of protected bats hibernating in the old monument's foundations, which required careful relocation.

Construction officially began on May 19, 2020, years behind the original schedule. The most recent and significant setback occurred in March 2024 with the insolvency of both the steel construction company and the general contractor, Milla & Partner. This has brought the project to a halt.

Current Status

The Freiheits- und Einheitsdenkmal remains an unfinished construction site. The monument's central interactive feature, a 150-ton steel shell, is approximately 85% complete but currently sits in storage in North Rhine-Westphalia. Due to the contractor insolvencies, the completion date, once targeted for 2019, has been pushed to at least 2027. With approximately €17 million already spent on the project, an audit was initiated in late 2024 to review the expenditures.
