Centro Cultural Emilia Pardo Bazán
Address: Goya 1, Recoletos, Madrid. Price: free, checked 31 August 2026. Its work and reading room is open Monday to Sunday, 07:30 to 21:45, except public holidays. The room has Wi-Fi and is explicitly for work or reading. A current municipal source gives 57 seats, while another gives 63, so do not plan around an exact capacity. Círculo de Bellas Artes Refugio Climático

Opening is approximately 09:00 to 15:00 and 17:00 to 20:00 daily. Two hours is possible upstairs, respecting the midday closure.
Pum Pum Café allows laptops only at certain tables and asks customers to consult staff first. Monkee Koffee cuts Wi-Fi after about 45 minutes unless there is another purchase. Bucólico limits laptop tables to after 13:00 and 90 minutes.
Which neighbourhood to base yourself in
Centro gives the easiest free backup: Reina Sofía, Círculo and Federal are close to dense metro routes. It is good for changing from a library to a café without a long transfer, but seating fills quickly.
Malasaña and Justicia suit a mix of La Industrial, Impact Hub Barceló, HanSo and Mario Vargas Llosa. Small cafés create more table and laptop-policy risk.
Chamberí is the strongest cluster for combining a paid day pass, a café and Metro access. Cink, CaféOlé and God Café are within a workable north-central zone.
Salamanca and Recoletos suit Emilia Pardo Bazán and First. The free Goya work room can reduce the cost of a week base.

Practicalities: Wi-Fi, plugs, hours, cover charges, summer heat
Reina Sofía publishes the clearest network limit: 600 Mbps shared and 30 Mbps per user. Federal and Monkee show that a café’s Wi-Fi rule may be linked to consumption or time, not just signal strength. Do not promise a citywide speed.
Sockets are available at Reina Sofía, the Círculo refuge and CaféOlé, but no library network guarantees one beside every table. Arrive charged and ask before moving furniture or occupying a large table.
There is no universal laptop fee in Madrid. Buy something before opening the laptop, use a designated table, avoid a table for four and order again during a long session. Pum Pum, Monkee and Bucólico show why a generic “work-friendly” label is not enough.
The Círculo refuge is the clearest free summer cooling option and ends on 6 September. EITO publishes air conditioning.
